Franca Ukpaiama is a global advocate, social impact leader, and founder of Voice for Victory Network, a 501(c)(3) nonprofit organization dedicated to advancing dignity, inclusion, protection, and opportunity for vulnerable populations worldwide, particularly children with disabilities, women, girls, mothers, and underserved families.

Her leadership is shaped by a multidisciplinary career spanning banking, financial systems, healthcare program management, business administration, cybersecurity governance, compliance, and technology transformation. Throughout her professional journey, she has led initiatives that strengthen organizational governance, improve service delivery, advance healthcare and community programs, and promote the responsible adoption of emerging technologies, including artificial intelligence, to expand accessibility, efficiency, and inclusion.

Franca brings a unique ability to bridge financial stewardship, healthcare systems, technology innovation, and human-centered advocacy to design sustainable solutions that go beyond charity and create long-term social impact. Her work focuses on building resilient systems that promote disability inclusion, family protection, economic empowerment, digital safety, and community well-being.

Her most profound inspiration comes from her lived experience as the mother of Victory Ukpaiama, who was diagnosed with dwarfism at an early age. Navigating the challenges of healthcare, education, bullying, and social exclusion gave Franca firsthand insight into the barriers faced by children with disabilities and their families. These experiences transformed her into a passionate advocate and became the foundation for both Voice for Victory Network and the Little Giants Initiative.

As the founder and strategic visionary of the Little Giants Initiative (LGI)—a flagship initiative of Voice for Victory Network—Franca has established a global movement dedicated to protecting and empowering children and individuals living with visible disabilities and growth conditions. Today, LGI is led by Victory Ukpaiama, Founder of LGI and Youth Ambassador, whose lived experience and leadership are helping inspire a new generation of disability advocates and inclusive leaders

Through advocacy, anti-bullying initiatives, leadership development, disability trust planning, mental health support, and economic empowerment, LGI seeks to ensure that no child is overlooked and that every “Little Giant” has the opportunity to thrive.

Victory Ukpaiama is a disability inclusion advocate, emerging technology professional, entrepreneur, and youth leader dedicated to advancing opportunities for children, youth, and families living with disabilities. As President of Voice for Victory Network and Founder of Little Giants Initiative (LGI), she leads initiatives that promote inclusion, digital empowerment, leadership development, emotional wellness, and future readiness for underserved communities.

Born with achondroplasia, the most common form of dwarfism, Victory’s lived experience with bullying, exclusion, and accessibility challenges has fueled her commitment to ensuring that every person with a disability is seen, valued, and empowered to reach their full potential.

Currently completing her degree in Cloud Computing, Victory combines her passion for technology with a vision for creating greater accessibility and opportunity in the digital age. Her educational background also includes healthcare studies focused on the unique medical, emotional, and social needs of individuals with achondroplasia and other disabilities, enabling her to advocate for holistic approaches to inclusion and well-being.

In addition to her advocacy work, Victory is an aspiring entrepreneur with a growing interest in the beauty and fragrance industry. She is passionate about encouraging individuals with disabilities to pursue their personal interests, creative talents, and business aspirations without limitation. Through her leadership, she promotes the use of emerging technologies, digital platforms, artificial intelligence, e-commerce, and social media tools to help people with disabilities develop skills, build businesses, access new markets, and achieve greater economic independence.

John N. Ukpaiama is a cybersecurity professional, technology leader, and humanitarian advocate dedicated to advancing digital safety, youth empowerment, and inclusive community development. He serves as the Director of Digital Safety & Youth Protection for Voice for Victory Network and its flagship initiative, Little Giants Initiative (LGI), where he leads efforts to protect children, youth, families, and persons with disabilities from digital harms while promoting safe, responsible, and inclusive participation in the digital world.

John holds a Bachelor of Science in Electrical Engineering with a Minor in Computer Science from Penn State University and possesses multiple industry-recognized certifications in cybersecurity, Security Operations Center (SOC) operations, cloud security, and AWS technologies. His professional experience spans cybersecurity, technology governance, digital risk management, and emerging technologies, bringing a unique blend of technical expertise and mission-driven leadership.

Divine Ukpaiama is a social impact strategist, partnership leader, and innovation advocate dedicated to advancing inclusive and sustainable solutions for communities worldwide. As Senior Director of Strategic Partnerships, Innovation & Global Impact for Voice for Victory Network and Little Giants Initiative, she leads strategic collaborations, partnership development, program innovation, and community impact initiatives that expand opportunities for children, youth, women, families, persons with disabilities, and underserved populations.

With a professional background in Governance, Risk, and Compliance (GRC), cybersecurity, and technology-focused environments, Divine brings a unique combination of analytical expertise and creative leadership to the nonprofit sector. She specializes in building cross-sector partnerships that connect technology, education, advocacy, and social development to create measurable and lasting impact.

Divine is also the strategic leader of Climate Impact Network, a Voice for Victory Network initiative focused on climate resilience, environmental justice, and humanitarian support for vulnerable communities, particularly women, children, older adults, and persons with disabilities.

She holds a Bachelor of Science in Security Risk Analysis with a concentration in Intelligence Analysis and Modeling from Pennsylvania State University. Through her leadership, Divine champions innovation, inclusion, resilience, and collaborative action to help build stronger communities and a more equitable future.

The Director of Technology & Cyber Resilience provides strategic leadership in the use of technology, cybersecurity, and emerging innovations to advance the organization’s mission and strengthen the safety, resilience, and well-being of vulnerable communities.

This role leads initiatives that promote cyber resilience, digital safety, AI awareness, technology education, and responsible innovation for children, youth, women, families, older adults, and persons with disabilities. The Director develops programs and partnerships that help individuals and communities navigate an increasingly digital world while protecting them from cyber threats, online exploitation, misinformation, identity theft, and other technology-related risks.

Working with global partners across the technology, education, government, and nonprofit sectors, the Director champions ethical technology practices, responsible AI adoption, and innovative solutions that expand opportunity, strengthen community resilience, and safeguard vulnerable populations.

Through strategic leadership and collaboration, the Director ensures that technology serves as a tool for protection, empowerment, inclusion, and sustainable social impact.

Dr. Chijioke J. Evoh

Dr. Chijioke J. EvohDirector of Advocacy & Policy

Dr. Chijioke J. Evoh is a distinguished global policy strategist, development expert, and international advisor with more than 15 years of experience advancing public policy, employment systems, sustainable livelihoods, and inclusive development across multiple regions of the world.

Throughout his career, Dr. Evoh has provided strategic advisory and technical leadership to United Nations agencies, including the International Labour Organization (ILO), United Nations Development Programme (UNDP), and UNICEF, as well as governments, development institutions, and international partners. His expertise spans employment policy, labour market systems, economic resilience, institutional reform, and sustainable development initiatives that improve opportunities for vulnerable and underserved populations.

As Director of Advocacy & Policy for Voice for Victory Network, Dr. Evoh leads the organization’s policy development, advocacy strategy, and stakeholder engagement efforts. He works to advance policies and systems that promote disability inclusion, economic opportunity, social protection, digital equity, community resilience, and sustainable development for children, youth, women, families, and persons with disabilities.

With extensive experience across Africa, the Middle East, Europe, Asia, and the Americas, Dr. Evoh brings a global perspective to addressing complex social and economic challenges. His leadership strengthens Voice for Victory Network’s ability to influence policy, build strategic partnerships, and drive meaningful systems change that creates lasting impact for vulnerable communities worldwide.
